Textile PLI Scheme Round 4: Applications to Open on November 1; Turnover Threshold Reduced

The government announced on Wednesday that the Ministry of Textiles is set to reopen the application portal for Round 4 of the 'Production-Linked Incentive' (PLI) scheme for the textile sector. New applications will be accepted from November 1 to December 31.

The Ministry has lowered the minimum turnover requirement under the 'Part 2' category of the scheme from ₹200 crore to ₹100 crore. This change is intended to make it easier for MSMEs and medium-sized manufacturing units to participate.

For the 'Part 2' category, the minimum investment threshold remains ₹50 crore, while the minimum turnover requirement has now been revised to ₹100 crore.

The PLI scheme for the textile sector aims to promote the manufacturing of man-made fiber (MMF) garments, MMF fabrics, and technical textiles. Its objectives include boosting domestic manufacturing capacity, attracting investment, creating employment, and strengthening India's position within the global textile value chain.

For applicants approved under Round 4, the duration of the scheme has been extended until the financial year 2033-34. The Ministry of Textiles stated that this extension is intended to provide applicants with more time—in terms of both investment and operations—to establish and expand their manufacturing capacities.

Companies that participated in Rounds 1, 2, or 3 of the scheme but have not yet claimed or received any incentives are also eligible to participate in Round 4. To do so, they must withdraw their existing applications submitted during the previous rounds (1, 2, and 3).
